Mayor Pfund: “There is no baseball field currently being constructed at Upper Citizens Park.”

In response to a direct question posed by a Godwin Avenue resident during Wednesday’s Village Council Public Meeting, Mayor David T. Pfund proclaimed that there was no baseball field currently being constructed in Upper Citizens Park.

If that’s the case Mr. Mayor, would you please explain these photographs, taken today at Upper Citizens Park, to The Fly and other residents along Godwin Avenue?

    None of the baseball fields I played on as a kid in Ridgewood had grass on the infield. It was only upon making one of the two freshman teams in Junior High (I know I’m dating myself here) that I learned what I was missing!

  12. Who knew the straw that breaks the camel’s back (Pfund’s mayoralty) would be the development of Upper Citizens into a baseball/softball field.

    At least Jane’s was big (4 million over on Village Hall) and was an honest mistake.

    The good will and trust, given to David, by the Ridgewood citizenry continues to erode with each passing “wink and a nod” by the Mayor.

    If the mayor was unaware of what the Parks & Rec. Dept. was doing at Upper Citizens, he should have said so. It would have saved him the embarrassment of being thought out of touch or worse, misleading the public.

    I quick bike ride to Citizens reveals that a raised pitcher's mound, clay base paths and soil for where the sod will be placed in the infield has been constructed.

    It’s not enough to comment on the actions — instead some people have to resort to name-calling.

    Maybe it makes the poster feel better about themselves when they tear down other people. But is it any wonder that public officials ignore this blog?

    FACT:Tim Cronin has systematically removed all majestic trees fom the center of Upper Citizens throughout the last several years while denying he ever had intentions of constructing a field on this site.

    FACT: TC went to council for approval to ‘improve’ a field on U Citizens that did not exist to begin with. Council approved. They we duped or went along…not sure which.

    FACT:TC and Pfund are part of a 15 member group submitting a $22million ‘improvement’ plan on 9/16. 1million is slated for additional ‘improvements’ to U. Citizens.

    FACT: RBA has paid for this project thus far. [Who has the true voice in this town anyway?]

    FACT: This property is deeded as park AND rec.[1/23/69] Citizen is no longer a park but a Rec Center.

    FACT: Although helpful and sympathetic, current new council members say nothing can be done to restore this area to it’s original status.

    Show up on 9/16 to get our park back!

  27. Folks… relax. They are grading the field so that its at least level. Its been a dump for years. As I recall, its used by 7 and 8 year olds. Lets ask the following questions:
    1) Will the field use change? If not.. then its still a park. Or were you going to picnic on the pitcher’s mound? If the RBSA has made a deal with the Village for an increased use of that field? Then we should know about it… RBSA President? Where are you?

    2) Who is paying for this? How much? I recall that the Council approved an upgrade, with the RBSA footing the bill. Has that changed? If we’re paying for it.. then a flag should be raised. If not.. again, back to Question 1…Is the use of the field changing?

    3) What do you gain by calling Pfund a liar? Like him or not, I am sure that the quote was out of context and that he forgot that the Council had approved this deal back in January or February. Is that ok? No. Is he human? Yes. A liar? Come on. If thats what you think… actually type your name into the Blog and announce that you’re running for the Council. Lot of brave souls… step up and see how you do.

    I too want Upper Citizens to stay as a park. Its a beautiful space. In addition, I want Lower Citizens not to be in use until 10pm at night, with gas-powered lights set up along the field.

    Unless you think that our village government has buried Jimmy Hoffa under first base… relax. Ask intelligent questions and you might be surprised to intelligent answers.

  28. A REGULAR WORK SESSION OF THE VILLAGE COUNCIL OF THE VILLAGE OF RIDGEWOOD HELD IN THE SYDNEY V. STOLDT, JR. COURT ROOM OF THE RIDGEWOOD VILLAGE HALL, 131 NORTH MAPLE AVENUE, RIDGEWOOD, NEW JERSEY, ON JANUARY 23, 2008, AT 7:30 P.M.

    1. CALL TO ORDER – OPEN PUBLIC MEETINGS LAW – ROLL CALL
    Mayor Pfund called the meeting to order at 7:36 p.m. and read the Statement of Compliance with the Open Public Meetings Act. At roll call, the following were present: Councilmembers Harlow, Ringler Shagin, Wiest, & Mayor Pfund. Also present were James Ten Hoeve, Village Manager; Sue Witkowski, Deputy Village Clerk; and Matthew Rogers, Village Attorney. Councilman Mancuso was absent this evening.

    4. DISCUSSION ITEMS

    a. RENOVATION OF UPPER CITIZENS PARK FIELD

    Mr. Ten Hoeve stated that the Parks, Recreation and Conservation Board, received a proposal from the Ridgewood Baseball/Softball Association at their meeting on January 8, 2008, to fund and supervise the work of renovating the field on Upper Citizens Park. The improvements would include: grading, new sod, an irrigation system, and new benches. The Parks, Recreation and Conservation Board fully endorses the plan and they would like to see this begin as soon as possible to be started in early March and completed in time for the baseball/softball season. They realize that the proposal is subject to the Village Engineer’s review. In attendance tonight are Thomas Gibson, Chair of the Parks and Recreation Conservation Board, Frank Gillen, Board Member, and Gary Muzio, President of Ridgewood Baseball/Softball Association (RBSA).

    Mayor Pfund stated, in his opinion, that this is a no-brainer and asked Mr. Ten Hoeve if the field is used as it is and this proposal is to improve the field. Mr. Ten Hoeve confirmed that it is to improve the field. Councilwoman Ringler Shagin stated that it is wonderful that the Board members came forward and she would be in favor of the improvements. Councilwoman Wiest stated that there is a Bergen County Open Space Trust Fund and mentioned to Mr. Muzio that she appreciates and laud all of the funding efforts, but she also wonders if there might be any funds available from the Bergen County Open Space grant to which Ridgewood residents contribute.

    Gary Muzio, 228 Union Street, President of RBSA, stated that he has not only been President, but has been in charge of the fields for the RBSA for the last several years. He stated that there has been a newly formed committee within the RBSA that is looking to fund from outside sources as suggested and will be looked into further. The problem with applying for Open Space grant money is that he felt that time would pass by quickly and perhaps the field would not be finished if they wait for the grant money. It is the wish for the field to be operable before the start of baseball/softball season. Councilwoman Wiest stated that she is interested in saving money wherever it can be saved. Mr. Muzio said he did not know how much is available for this project. Councilwoman Wiest suggested to Mr. Muzio that he consult with Tim Cronin, Director of Parks and Recreation, to at least start a preliminary investigation. Mr. Muzio stated that he will certainly consult with Mr. Cronin on the project, but said that the RBSA is willing to fully fund the project. This field is used by kindergarten and first graders, primarily as their first experience/exposure to baseball. He noted that this field has been a forgotten little patch of land in Ridgewood and the RBSA would like to make it a little field of dreams.

    Councilwoman Wiest said she understands that any little rut can be hazardous to a child’s physical ability to play well. Mayor Pfund had asked about its previous use because he wanted to make sure that using the field is not taking away any area that someone may cherish and felt that is important. Mayor Pfund asked how much the project will cost. Mr. Muzio stated that there are a few variables; for example, lessening the severity of the big hill behind third base. Councilwoman Ringler Shagin interjected that it might interfere with sleigh riders, but Mr. Muzio stated it was well beyond where the sleigh riders bring their sleighs and he can appreciate a good hill for sleigh riding just as much as the next person. There will be a need for some dirt to fill in the area, Mr. Muzio spoke to Mr. Cronin regarding the fill that was taken from Maple Park Field when that project was done and said that the fill from that project would be sufficient. If there is a need to procure more fill, that might add to the amount, but Mr. Muzio is estimating the cost of the project to be between $20,000 and $25,000.

    Mayor Pfund stated the Village Engineer will draw up some plans if fill is used, and he mentioned that it does not need to be on the agenda again, but Mayor Pfund would like to see the plans. Councilwoman Wiest stated that the Village Council should make it public on Ridgewood’s website. Mr. Muzio agreed and stated that the work will be done by Jacobsen who has previously done work for RBSA and put Jacobsen in contact with the Village Engineer. Councilwoman Wiest asked if fill is added, does that require building a ledge to contain the fill? Jacobsen thinks that it can gently be rolled off to make the slope a little less severe. Councilwoman Ringler Shagin stated that the Village Engineer, Chris Rutishauser, will determine if a permit is required for soil movement. The Councilmembers told Mr. Muzio that they hope he has a great opening season and thanked Mr. Muzio for coming to speak to the Council.

    The minutes posted on this site from the VC meeting in January make it very clear that Mayor Pfund understood that a baseball field was being constructed at Upper Citizens.

  31. Sorry 8:31, but the minutes from January make it very clear that a baseball field was being IMPROVED at upper citizens. Not constructed. There was already a field there. My son played RBA on it.

    I think those minutes should put an end to the conspiracy theory. It was very clearly spelled out in the extremely detailed minutes what work was going to be done. Anyone who didn’t like it should have spoken up about 7 months ago.

    And so did mine (play at Upper Citizens). In fact, have I coached on that field. For that matter I have coached at every field in this village.

    Let me assure you, that was not a “baseball field” by any standard. I was cut outs for the bases, mound and home plate. It would not under any circumstance have been considered a legitimate “baseball field.”

    I know the difference. To boot the back stop is “temporary.” I am sure there will be a more permanent one installed now that an “improvement” of $20-25 thousands dollars is being spent.

    indeed, the RBSA is constructing a baseball field with a raised pitchers mound. The little guys that played there (t-ball and 1st graders) do not pitch. Dad’s or the occasional mom do.

    Come one, stop the horse hockey, What do you take us for, fools?

    Mayor Pfund deserves some kind of a medal for dealing with all the boobs in our town that fight against any improvements at all, even when they don’t cost us.

    Furthermore, our fields in town for all our kids use are terrible and have been negleted for years.

    First of all, Mr or Ms Anonymous, how dare you suggest that others type their names into the blog and yet you remain anonymous. Seens rather disingenuous to me! Secondly, Mr. Pfund is certainly human and is certainly entitled to forget something…..but when a person in authority speaks decisively and declares that no ball field is being constructed, it is assumed that he knows what he is talking about. Why couldn’t he say that he was unsure, unaware, or that he would check into it? No one would call him a liar in that case. But instead he did what HE OFTEN DOES – he flips out a definitive answer without even checking. This certainly gives the appearance that he is a liar. Or dishonest. Or at least a pompous jerk.

  40. I guess Pfund was being just as honest as when he stated that his law firm does not represent Valley. His firm may not represent Valley currently but it has in the past and probably will after the latest expansion. Lawyers love to play the semantics game. Makes for a good lawyer but a poor excuse for a man.

He was asked if a baseball field was being built at Citizens Park. The answer is “no”. Neither a baseball, nor softball field (all clay infield) are being “built” at the park. What is happening is that improvements are being made to an existing youth baseball field in horrendous condition.

    No one is playing with semantics. If you wanted to know what was going on at the park, you should have asked the Council to explain the work being done there, not whether a field is being built? If you ask the wrong question, don’t blame the mayor for providing an answer that you don’t want. Grow up and stop all your whining.

    Whoever is responsible for improving this crappy field deserves a “thank you”!!

    The RBSA has acted like the proverbial camel with its nose in the tent.

    This has been a plan by the RBSA for some time now. They knew what they were doing and slowly but surely, over time, have added to and developed the field while all while knowing that it was not allowed according to the deed.

    That is why there is a “temporary” backstop there.

    This is just one more example of how certain “folks” in this village think that the rules do not apply to them.

    It is sad that our politicians are so easily “bought and sold” by different interest groups whether they be dad’s in the RBSA or mom’s in the HSA.

    He was one of the few who cautioned against such a scheme.

  52. 9:13 – It is a breach of fiduciary duty for a council member to mislead the public. Making a distinction between types of ball fields that have minor differences is misleading. Pfund should be ashamed of himself. BTW – Whining about others with whom you do not agree is also whining. Practice what you preach.

    The sure looks like a major construction project to me. Now I know why Mr Muzzio wanted to fund it privately… because the Village Council could accept the wink and nod and look the other way.

    Lets hear from Parks and Rec and the RBSA about what is in fact going on. We all have kids in the program, and basically you’re spending RBSA money. So… please explain.

    If this goes agst the deed? Get ready for lawsuit from someone. Better to ‘fess up now.
