Possible Debacle Regarding Village Council Mandated Train Station Layout

Several NJ Transit representatives appeared before Village Council members last night to provide an update on the proposed $40 million, ADA compliant train station renovation project.

NJ Transit and their construction/engineering consultants have completed the project’s design phase, and will soon be soliciting construction bids. It is currently anticipated that construction contracts will be awarded in the September/October time frame, with work slated to begin in either November or December. Construction is expected to last 30 months.

On the good news front, nine (9) additional parking spaces will be available at the train station post project completion. More good news; NJ Transit has commissioned the creation of several aesthetically pleasing pieces of art work for the project, and will install architecturally appropriate wrought iron hazard fencing instead of chain link fencing.

The bad news is that several members of the Planning Board have raised concerns with respect to the station layout plan, specifically regarding egress from the homeward bound platform.

Homeward bound passengers will be discharged onto a new, center island, high level platform. Because the new platform is an island, i.e., bordered by tracks on both sides, there will be no direct passenger access to North Broad Street. Departing passengers will have their choice of exiting to staircases on Franklin Avenue, or to the existing pedestrian tunnel at the train station’s southern end. An elevator to Franklin Avenue will be provided for disabled passengers.

Paradoxically, the proposed design was forced upon NJ Transit primarily at the insistence of lame duck Councilman Jacques Harlow, who objected vehemently to NJ Transit’s original proposal (which he categorized as a ‘visual nightmare”). The design rejected by Mr. Harlow had incorporated a new pedestrian tunnel, which would have provided passenger access from the center island, high level platform directly to North Broad Street.

And Harlow continues to wonder why he was booted out of office . . .
